Strategic Plan

Overview                    

Our 10 Year Vision…

…for Individuals and Communities

Every individual with an intellectual or developmental disability will be empowered to act independently and be able to freely communicate their desires to their family, service providers, employers, friends and others.  Each individual will be living a fulfilling life of their choosing in communities across Maryland that proactively embrace them, adapt to include them in the fabric of social, political, economic and civic life, and value their contribution.   Every individual will have a system of natural supports that include friends that help because they genuinely want to and not just because it’s a paying job. 

…for the Maryland Disability Services System

There will be a fully funded plan in place to close every institution and coordinate services for every individual who needs this assistance.  The “waiting list” as it was defined will be a relic of the past, and services will be integrated across the public sector to effectively assist individuals with multiple needs. 

…for Service Coordination, Inc.

Service Coordination will be a widely recognized effective change agent in Maryland.  It will have developed effective tools and approaches to increase public awareness, challenge old assumptions and contribute to reframing the public viewpoint about the rights and abilities of individuals with intellectual and developmental disabilities.  It will also have documented evidence of the outcomes and impact of coordinating services, as well as an extensive track record of success that other states aspire to replicate. 

Service Coordination will receive some percentage of discretionary financial resources through funding diversification.  The discretionary funds will enable Service Coordination to invest in its staff, its infrastructure, and its approaches to services in new and different ways.

Theory of Action

Service Coordination’s approach to its work is based on fundamental beliefs about self-determination and good management.  Service Coordination believes:

Every person regardless of developmental disability has the right to choose the kind of life he/she wants to live in the most integrative setting.\

  • Natural and voluntary supports of friends, family and others are essential ingredients in authentic acceptance in any community.
  • True inclusion in communities happens when individuals with a developmental disability make their own decisions and are welcomed into and supported by the communities where they choose to live.
  • Good individual plans are the result of proactive and creative planning.
  • It takes many leaders to accomplish good results, therefore we share leadership across the organization through cross-departmental task forces, teams and committees that include self-advocates to the extent feasible.
  • Good supervision, training and experience equip service coordinators with the wisdom to facilitate timely and responsive decision-making for the individuals they work with. 
  • Continuous quality improvement evolves from consistent data collection, analysis and thinking strategically about where the organization excels and where it can be strengthened.

Strategic Direction

With this strategic plan, Service Coordination is challenging itself to continue to provide high quality service coordination while it invests in new organizational competencies, begins to diversify its sources of revenue, develops a network of supporters outside traditional disability circles, and positions itself as a vocal advocate for change that improves the integration of public services and ultimately dissolves the waiting list for services.
Specifically, Service Coordination will implement a combination of growth and diversification strategies to strengthen its infrastructure and competencies in the following five strategic areas:

Goals and Objectives 2009-2012

Goal I             

Service Coordination communicates to a broad audience in a way that reflects and promotes its mission, and highlights its successes and aspirations both internally and externally.

Goal II

Service Coordination is the “employer of choice” for a workforce of staff that is highly trained and has the personal and professional support to carry out the mission of the agency.

Goal III

Service Coordination is the “provider of choice” for everyone navigating the DDA system in the state of Maryland.

Goal IV     

Service Coordination is a leader sought out by public agencies, other nonprofit organizations, and for profit business in the development of strategies to ensure that people impacted by developmental disabilities can live the lives of their choosing.

Goal V

Service Coordination has diversified funding sources that strengthen the organization’s internal operating capacity and allows the organization to annually serve 1400 more individuals with some level of support.
